(First Published in the Lawrence Daily Journal- World on the 13th of December, 2025) RESOLUTION NO. 7643 A RESOLUTION OF THE CITY OF LAWRENCE, KANSAS, AMENDING RESOLUTION 7560 AND INCREASING THE BUDGET OF THE CITY OF LAWRENCE, KANSAS, FOR THE FLEET/CENTRAL MAINTENANCE GARAGE FUND FOR THE CALENDAR YEAR COMMENCING JANUARY 1, 2025. WHEREAS, the Governing Body of the City of Lawrence, Kansas, desires to amend the 2025 City Budget to increase the budget authority for the Fleet/Central Maintenance Garage Fund; WHEREAS, the Governing Body caused to be published, on the 22nd day of November 2025, in accordance with K.S.A. 79-2929a, as amended, in the Lawrence Journal-World, a daily newspaper of general circulation within Douglas County, Kansas, notice of a public hearing to be conducted on December 9, 2025 at 5:45 p.m., or as soon thereafter as the matter could be heard, at the City Commission Chambers, City Hall, 6 East 6th Street, Lawrence, Kansas, and in a virtual meeting format in accordance with City policy, for the purposes of answering questions and hearing objections of taxpayers relating to the 2025 Amended City Budget and for the purpose of considering amendments to such proposed budget; and WHEREAS, such public hearing was held at the time and place designated for the purposes stated, all as provided in the published notice of said hearing. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS: SECTION 1. The above-stated recitals are incorporated herein by reference and are made a part of this resolution as if set forth in full. SECTION 2. Resolution 7560, adopting the 2025 City Budget is hereby amended to increase the Fleet/Central Maintenance Garage Fund to $5,932,000. SECTION 3. The following is a summary of the amendments to the 2025 City Budget: SECTION 4. The Governing Body certifies that the amendments to the 2025 City Budget will be funded by non-property tax sources of revenue. SECTION 5. The City Clerk is directed to file the 2025 Amended City Budget with the County Clerk of Douglas County, Kansas, as provided by law. (First Published in the Lawrence Daily Journal- World on the 16th of December, 2025) ORDINANCE NO. 10183 AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS TERMINATING THE 901 NEW HAMPSHIRE REDEVELOPMENT DISTRICT AND THE REDEVELOPMENT PROJECT PLAN ADOPTED PURSUANT TO ORDINANCE NO. 7207 AND TERMINATING TAX INCREMENT FINANCING WITH RESPECT TO SUCH DISTRICT. ______________________________________________________________________________________ WHEREAS, the City of Lawrence, Kansas (the “City”) created the 901 New Hampshire Redevelopment District (the “District,” as further described in Exhibit A ) and adopted a Redevelopment Project Plan (the “Plan”) pursuant to the Kansas Tax Increment Redevelopment Act, K.S.A. 12-1770 et seq ., as amended (the “Act”) pursuant to Ordinance No. 7207 passed on April 25, 2000; and WHEREAS, as evidenced by a letter acknowledged by Ninth and New Hampshire, L.L.C. (the “Developer”) on October 27 th , 2025, the Developer has been fully reimbursed from the proceeds of the Plan, and the City has determined it is in the best interests of the City to terminate the District and the Plan WHEREAS, Article 12, § 5 of the Constitution of the State of Kansas (the “Home Rule Amendment”) empowers cities to determine their local affairs and government and provides that such power and authority granted thereby to cities shall be liberally construed for the purpose of giving to cities the largest measure of self-government; and WHEREAS, the City is a city of the first class organized and existing under the constitution and laws of the State of Kansas, and is a city within the meaning of the Home Rule Amendment; and WHEREAS, there is no enactment of the Kansas legislature which provides the procedure to terminate a redevelopment district and redevelopment plan; and WHEREAS, the City has determined that it is necessary and desirable to adopt this Ordinance to terminate the District and the Plan and to terminate tax increment financing in connection with the District and the Plan. NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS, AS FOLLOWS: Section 1. Termination of District and Termination of Plan. The City hereby terminates the District, the Plan, and tax increment financing for the District. Section 2. Further Authority. The City shall, and the officers, employees and agents of the City are hereby authorized and directed to, take such action, expend such funds and execute such other documents, certificates and instruments as may be necessary or desirable to carry out and comply with the intent of this Ordinance. Section 3. Governing Law. This Ordinance shall be governed by and construed in accordance with the applicable laws of the State of Kansas. Section 4. Effective Date. This Ordinance shall take effect and be in full force from and after its passage by the governing body of the City and publication as provided by law in the official City newspaper.
