We are accepting resumes for the position listed below. Business Analysis and Quality Assurance Analyst (BAQA) FHLBank has four levels of BAQA. This position may be filled as a level II. At an intermediate level of proficiency, the individual in this position works closely with business clients and other members of the IT Solutions Delivery team in an iterative, Agile software development environment to define and clarify requirements, facilitate prioritizing requirements, configure packaged software products, test software and assist in resolving defects. " Familiarity with test automation concepts and tools is preferred. " Experience with Agile development methods is preferred. " Familiarity with some combination of database design, programming concepts and web development is preferred. " Must be able to work and travel independently and use general office equipment. " Must be goal-oriented and have a strong sense of team solidarity. (First published in the Lawrence Daily Journal- World on August 22, 2019) DOUGLAS COUNTY, KANSAS RESOLUTION 19-23 A RESOLUTION AUTHORIZING THE LEVY OF AN ANNUAL TAX FOR THE SPECIAL BUILDING FUND AND SPECIFYING THE PURPOSES FOR SUCH TAX. WHEREAS, K.S.A. 19-15,114 et seq., and amendments thereto, the Board of County Commissioners is authorized to alter, repair, reconstruct, remodel, furnish, equip, extend, add to, enlarge, or do any other work which will enforce, extend or restore the value or utility of a public building or buildings determined by the County Commissioners to be necessary to the county for any public county purpose; and WHEREAS, K.S.A. 19-15,116 et seq., authorizes the Board to make an annual levy not to exceed one mill for a period of 10 years upon all taxable tangible property in the county for the purpose of creating a building fund to be used for building construction and improvement purposes; and WHEREAS, in 1997 the Board adopted Resolution No. 97-43, authorizing an annual tax levy of .50 mills for a total of ten (10) years for a special building fund to pay the necessary expenses of office relocation, improvements, and repair to the Douglas County Courthouse and the Douglas County Judicial and Law Enforcement Center; and WHEREAS, the Board has determined it is advisable to amend the purpose for the levy of an annual tax for the special building fund. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DOUGLAS COUNTY, KANSAS: Section 1. Special Building Fund Levy Authorized. The Board of County Commissioners is hereby authorized to make an annual tax levy not to exceed 1.0 mills for a period of not to exceed ten (10) years upon all taxable tangible property in the county for the special building fund. The proceeds of such tax levy shall be deposited in the special building fund. As provided in K.S.A. 19-15,116, all interest earned on the investment of moneys deposited in the special building fund shall be credited to such fund. Section 2. Purpose of Special Building Fund Levy. The purpose of the special building fund levy is to provide funds adequate to pay the costs of necessary improvements to any county owned building, including parking facilities serving such facilities. Such improvements shall include, but shall not be limited to, improvements to the building exteriors and interiors, the movement or installation of walls, furnishings, carpeting or communication or data processing equipment, and the enlargement or improvement of related parking facilities. The fund also may be used to pay the cost of any professional services necessary to plan or design such improvements. Section 3. Effective Date . The resolution shall be published once each week for three consecutive weeks in the official county newspaper. This resolution shall take effect and be in force 31 days following the date of last publication unless a petition requesting an election upon the proposition and containing the signature of Douglas County electors equal in number to not less than 10% of the electors of the county who voted for the secretary of state at the last general election, is filed with the county clerk within 30 days following the last publication of the resolution.
