The Legal Specialist (Level I) will advise and work in a variety of areas including contracting and researching. This position will analyze, interpret and advise on legal-related issues, perform regular updates on project assignments and report to the appropriate parties as requested. Grants Facilitator Recruitment No. K851018 Human Resources seeks candidates for the Grants Facilitator position at Washburn Institute of Technology. Position Summary: The Grants Facilitator will serve as the point of contact between instructors, staff, administration and the various award agencies. The position is responsible for maintaining internal compliance with the Office of Sponsored Projects (OSP). This person will need to develop an understanding of the recurring financial funding system in the State of Kansas. Essential Functions Will work independently or with Washburn Tech instructors and/or staff, conduct research to identify potential funding sources and grant opportunities. Develop professional relationships with instructors, staff, and administration to understand departmental needs. Will work collaboratively with departments and external organizations to bridge the needs of Tech and the opportunity of grantees/awarding agencies. Responsible for writing and/or editing grant applications to ensure information is clear, complete, and appropriate for the funding opportunity. Work with the Grant Accountant to ensure proposal budget is complete and proper rates are utilized. Make recommendations to administration as needed. Will prepare/assemble supporting documentation for grant proposals to ensure grant proposals are strong, and can be completed within the time frame of the grant. This includes staffing plan (if applicable), quotes from vendors, etc. Must understand the different requirements (procurement, goal measures, etc.) of each awarding agency and clearly communicate those needs to the Principal Investigators. Will verify each grant opportunity is one that Washburn Tech can complete within compliance. Work with the necessary departments/employees to develop success measures, goals and/or outcomes. Use the SMART goal setting system. Responsible for coordinating and/or assisting with training to increase proficiency in grant-related research and proposal development. Will work with the Office of Sponsored Projects to ensure grants are processed and tracked according to established procedures. Review grant award documents, regulations, and requirements to identify/confirm implementation. Track and report requirements. Assist receiving departments with establishing processes that meet grant requirements. In conjunction with the Grant Accountant, review potential discrepancies and develop a communication plan for both the Principal Investigator and Awarding Agency. Will meet with Principal Investigators to discuss all areas of the award. Develop a timeline for each grant, which includes any material dates that must be met. Develop a hiring plan when/if a grant funds an employment position. Establish the stakeholders, coordinate the hiring process, and serve on the selection committee for each grant funded employee. Collaborate with the Grant Accountant to develop a spending plan to ensure all grant funds are spent in a timely manner in accordance with all regulatory agencies. Develop a plan for the recording/tracking and reporting of the grant related outcomes/success measures. Review all grant funded expenditures, both prior to occurring and after, to ensure all procurement regulations are met prior to submission to Grant Accountant. Investigate and correct, if any concerns arise. Prepare budget modifications in order to ensure overall spending in each category remains within the approved budget for each grant. Submit any budget modifications to the Grant Accountant for submission to funding agency. Provide direction to employees traveling on grant funded dollars, to ensure the travel expenses are in compliance. Collaborate with Accounts Payable staff for travel regulations and guidance. Maintain log of travel completed under each grant for grant reporting. Work directly with the Budget Office to maintain a list of employees actively paid through a grant. Notify the Budgeting Office, Human Resources, and Payroll of any changes in grant funded personnel. Collaborate regularly with appropriate staff at all campuses, to keep all stakeholders apprised of planned grant activity. Serve as the Principal Investigator for grants that are not tied solely to one department or at the discretion of administration. Develop and maintain an active and inactive grant database that includes all necessary information for each grant. Maintain and update the Washburn Tech Grant Department shared drive with all necessary grant related documents. Work with the Principal Investigators to ensure all reporting is completed in a timely manner to the awarding agencies and other stakeholders. Write and/or edit all grant reports submitted to the awarding /funding agency. Collaborate with the Grant Accountant to submit required agency reports. Ensure each report is completed in a concise, professional, accurate, and timely manner. Responsible for filing the necessary forms to notify the OSP of an intent to submit a grant application, grant monitoring review forms, final report submissions, etc. Attend weekly Washburn Tech Business Office staff meetings. Perform additional job related duties as assigned. Required Qualifications: Bachelor Degree. Two years' experience writing grant applications and/or monitoring grant implementations and/or program management experience, or related professional-level experience. Proven writing skills with strong editing capabilities. Excellent communication skills. Ability to work collaboratively and build positive professional relationships with diverse groups. Preferred Qualifications: Master's Degree. Experience working in higher education. Prior experience working with grants, accounting, data analysis, report preparation.
